  1. Treat any claim of being licensed by Costa Rica or by the Government of Costa Rica as false on its face. No such gaming licence exists
  2. Take the operating company's legal name and cedula juridica, the corporate ID, from the casino's terms and conditions
  3. Enter the cedula juridica in the Ministry of Finance public tax status lookup, ovitribucr.hacienda.go.cr/ConsultaPublica, no account needed. It returns the registered company name and its tax status. Persona juridica inactiva means the company is not registered as an active taxpayer
  4. Look the company up in Costa Rica's National Registry on rnpdigital.com, a free account is required, to confirm the corporation actually exists and is active

Legal status and tax

Costa Rica has never enacted an online gambling licensing regime. Law No. 3 of 1922 bans games of chance, and casino gaming is allowed only in first-class hotels, with gaming tables and slot machines authorised by the Ministry of Public Security. Online operators run foreign-facing businesses under ordinary corporate registration and municipal permits, and since 2012 Law 9050 has taxed these betting data-processing companies by headcount without licensing them. Since 2021 the Junta de Protección Social has sold its own lottery and betting games online through authorised concessionaires.

Law 9050 of 2012 charges companies that receive and process electronic betting data a fixed annual tax based on staff numbers. It is 57 base salaries for up to 50 employees, 85 for 51 to 99 and 113 for 100 or more, paid in quarterly instalments to the Ministry of Finance. With the 2026 base salary of 462,200 colones, the tax ranges from about 26.3 million to 52.2 million colones a year. There is no tax on gaming revenue. Costa Rica taxes income territorially, so foreign-sourced revenue generally falls outside local corporate income tax.
