Legal status and tax
The LOK took effect on 24 December 2024, replacing the 1993 NOOGH offshore regime under which four private master licence holders sold sub-licences. All licensing now runs directly through the Curacao Gaming Authority, with NOOGH licences converted to provisional LOK licences during the transition, and sub-licences lapsed in January 2025. The CGA publishes licence conditions, domain-management rules and enforcement warnings under the new law.
There is no GGR-based gaming tax under the LOK as of 2026. Licensees pay fixed application, annual treasury and supervisory fees, with standard Curacao corporate taxation applying to the local entity.
